Non-Champions Tournament

A bowler I know from NY mentioned possibly making the trip for the Non-Champions tournament in a few weeks. He asked me if there was a rule preventing him from bowling the Non-Champions as his first NEBA tournament.. I don't ever remember there being a rule stating this, but just wanted to be sure. Can someone confirm this for me? Thanks..

Your friend can bowl...

...he hasn't won a NEBA before so it doesn't matter if it's his first or 100th tournament.

Chris, thanks for getting to answer up before I saw the question.

Years back, when NEBA added money to the non-champions event, we didn't allow new bowlers at that tournament. Since then, we removed all restrictions.
